Bluetooth mobile push applications in a location aware context

I have a new project for the next six to eight months. It is to do with mobile push applications using Bluetooth. The idea essentially is to push standard applications (media, images, games) to a diverse set of mobile phone clients when they are in communication range of a Bluetooth transmitter ideally taking into account location aware context.

At the back end would be a master application that stores a variety of data and that pushes information to the Bluetooth transmitter (using wireless) for later broadcast to clients (mobile phones)
